T-237: s(2),s(3),s(4)=2 and s(5)=2+1/2=2.70710678…, the classical first cases

s(2) = s(3) = s(4)=2 and s(5)=2 + 1/√2 = 2.70710678118654752440…, the exact values at the first four counts above one square, which the case records n-002 to n-005 hold on the published proofs, the exact audit and the exact replays their verified bounds cite.

Göbel's 1979 survey of geometrical packing and covering problems, the first publication on the problem by Friedman's account, gives the exact value as known for n=2, 3 and 5 and the squares of integers, and proves s(5): its Proposition 1 says that a square of side 2 + √2/2 - ε holds no five unit squares for any ε > 0, since every unit square inside it covers one of four points at distance 1 - ε/3 from the sides, in an outline of three cases whose calculations are omitted. The packing at that side, Göbel's, puts four squares in the corners and the fifth, turned 45°, in the middle.

Friedman's survey proves s(2) = s(3)=2 as its Theorem 1: by its Lemma 1 a unit square in [0, 2]^2 contains the point (1, 1) wherever its centre lies, so that one point is unavoidable. s(4)=2 is the area bound s(n) ≥ √n met by the 2×2 grid, which also packs two and three squares at side 2. The survey's Theorem 2 proves s(5) again, by the four unavoidable points (1, 1), (1, 1 + 1/√2), (1 + 1/√2, 1) and (1 + 1/√2, 1 + 1/√2) of [0, 2 + 1/√2]^2, the argument chelokot's Lean proof formalizes (T-238) and this repository audits exactly (E-n005-friedman-theorem2-audit).

Significance, composition and next rung
Significance
Scored as its claim, as the rubric reads a result by others: every exact value closes a case, and Göbel's s(5)=2 + 1/√2, the first count at which a tilted square beats the grid, is a substantive case result. s(2) to s(4), consequences of one unavoidable point and of area, would alone be S1, a routine consequence. The record's other published exact values take their theorem's score, T-006 and T-008 at S3, and a value's age does not lower it, since a score follows the claim and not the frontier.
Composition
Compound, by count and half. At n=5 the lower half is Göbel's published proof (E-n005-gobel-proof), an outline no review here has read yet, and Friedman's form of it, Theorem 2, audited here exactly over Q(sqrt 2) by an independent implementation (E-n005-friedman-theorem2-audit); the upper half is Göbel's packing, checked in exact arithmetic here (E-n005-gobel-upper). At n=2 and 3 the lower half is the side-2 bound Friedman's Theorem 1 states, replayed exactly here (E-side2-center-lower); at n=4 it is the area bound, and at n=2 to 4 the upper half is the grid, both replayed exactly by the basic-bounds checker (E-basic-area-lower, E-basic-grid-upper). These are the evidence entries the four case records' verified bounds cite.

Every count and half now has an exact machine check here, so the entry stands at C3, the minimum over its parts. The Lean proofs are T-238's and are not cited here.
Next rung
V4 and C4 need two adversarial AI reviews by distinct reviewers and a human oversight record. The stage 4 review of the lower half at n=5, Göbel's Proposition 1 or Friedman's Theorem 2 read from the retained papers and recorded on E-n005-gobel-proof (think-wuo4), is still owed beside the audit: it moves no rung now, and it should take up the audit's observation that at x = 1/√2 Lemma 2's lowest-corner function has its minimum at 0 and 90 degrees, not at 45. A build of T-238's Lean proofs would be that formalization's evidence and not this entry's.
