    Claim and records
    Claim
One complete rational source certificate by PingYou Ltd, reported on jlevy/squares#503, proves a finite upper bound at the exact side it states: s(207)≤14.8809603730436756319360591381170501178639, the fraction 148809603730436756319360591381170501178639/10^40 the issue prints.

The certificate gives a rational side and, for each unit square, a rational centre and the tangent of its half-angle, in SQUISH's JSON rows; its side and centres already carry the guard dilation 10000000001/10000000000 it states, and every square keeps side 1.

The author reports that three exact Fraction checkers of its own, by vertex projections, by centre and support-radius separating axes and by rational polygon clipping, accept all 21,321 pairs and every wall; that its reconstruction script rebuilds every pose and the side from the n70 parent; and that this repository's sqpack exact_verify and check_rational_witness_independent, run unchanged, accept its corners Witness/v2. The checkers, the reconstruction and the conversion were prepared in one workflow. Those statements are the author's; no source program ran here.

All three retained jobs, the positive with its duplicate-square and outside-container controls, were decided again here on 11 October 2026 by both maintained exact routes, from an exact fact derived from the pinned certificate, and equal their retained rows. A third exact route, half-extent containment and exact intersection area, decided it with six controls and found the fact to be the packing the pinned certificate and the pinned witness state. The source ran the two maintained routes on its own witness, but neither is its generator's code, and it did not run the third route, so the replay is independently re-implemented. The 11 October review found no blocking defect.

The side was 7.03e-03 below the ceiling the case held, Chaoweeraprasit's packing as Gupta refined it (T-127), and is 4.55e-03 below SQUISH's T-136. On 11 October 2026 the case record adopted this entry as the house at 207, its reported and verified upper bounds moving together, T-127's certificate kept as history and T-136 verified and not selected; private-worker custody (RV-6) was closed in the same change (packing/devtools/house-custody-2026-10-11.json).

Credit PingYou Ltd (https://github.com/BuddenPing/square-packing-certificates) for the n207 assembly, as the source asks: two differently placed patches of Xu's n70 construction (issue 432), keeping 60 and 69 whole squares, with upright grids of 42 and 36 squares. The patches come from Daniel's exact n70 certificate (https://github.com/evand/square-packing, the regularized n-070 certificate T-146 retains), credited to him for its exact retention. Measured pose by pose against that certificate, 60 of its squares reappear exactly in place and 69 under its reflection about the n70's box, transposed and moved by (6, 6), as the source says. The source names SQUISH's n207 of issue 481 only as its comparison, and claims neither the n70 packing nor patch composition in general.

The source as pinned makes no statement about AI assistance. As first published on 11 October 2026, its README and the issue said that the verification, the comparison review and the package preparation were assisted by OpenAI Codex; minutes later a revision titled "Correct attribution in submission materials", the one the issue names, removed that sentence, and the issue was edited to match, with no reason given. Asked which account stands, the author answered on jlevy/squares#503 on 12 October 2026, for this certificate and the n153 of issue 504 (T-148): "Both solutions were AI assisted by 'PY', an unreleased agentic AI offering by PingYou Ltd."
    Significance
A smaller finite construction side at n=207, 7.03e-03 below the case ceiling and 4.55e-03 below the smallest pending side, by placed boundary patches of an existing packing, as the source describes its construction; no lower bound or optimum.

A tighter rational realization of PingYou Ltd's packing of 207 squares

    Claim and records
    Claim
One complete rational source certificate reports a finite upper-bound improvement at the exact side it states: s(207)≤14.880960371558556192074311116.

All three retained jobs, the positive with its duplicate-square and outside-container controls, were decided again here on 14 October 2026 by both maintained exact routes and equal their retained rows. A third exact route, half-extent containment and exact intersection area, decided the certificate with six controls each and held the derived fact to the pinned file it is derived from, fetched at the pin. No route here is the source's code; the source's runs of this repository's two maintained routes on its corners witnesses are its own and decide nothing here, so the replay is independently re-implemented. The 14 October review found no blocking defect.

The author reports that three exact checkers, its own rational polygon-projection checker and Daniel's unchanged verify_cert.py and verify_cert2.py, accept all 207 squares, 828 wall conditions and 21,321 pairs; that its package replays the recorded rational construction and owner lineage and checks the lossless conversion to its corners Witness/v2; and that this repository's sqpack exact_verify and check_rational_witness_independent, run unchanged, accept that witness. Those statements are the author's; no source program ran here.

Credit PingYou Ltd (https://github.com/BuddenPing/square-packing-certificates) with the n207 assembly and this refinement of its certificate, as the source asks: two differently placed patches of Xu's n70 construction (ry-xu, issue 432), taken from Daniel's exact n70 certificate, with upright grids of 42 and 36 squares. The source names SQUISH's n207 (issue 481) only as its earlier comparison. The pinned source makes no statement about AI assistance; the author's statement on issue 503 of 12 October, 'Both solutions were AI assisted by "PY", an unreleased agentic AI offering by PingYou Ltd.', covers the n207 assembly.

Measured pose by pose by that review, it is PingYou Ltd's T-147 packing under a reflection with eleven squares moved, by at most 0.076. At 207 Polkovskyi's issue 573 (T-173) is smaller and has held the case since 15 October 2026.
    Significance
The same packing 1.49e-09 tighter than the case ceiling, as T-139; no lower bound or optimum.

    Claim and records
    Claim
Two complete rational source certificates report finite upper-bound improvements at the exact sides they state: s(153)≤12.87001385040448 and s(207)≤14.880960371558.

All 12 retained jobs, four certificates with their duplicate-square and outside-container controls, were decided again here on 14 October 2026 by both maintained exact routes and equal their retained rows. A third exact route, half-extent containment and exact intersection area, decided both certificates this entry cites with six controls each and held each derived fact to the pinned file it is derived from, fetched at the pin. No route here is the source's code; the author's runs of this repository's sqpack verifier, from copies outside the pinned tree, are his and decide nothing here, so the replay is independently re-implemented. The 14 October review found no blocking defect.

The author reports that this repository's sqpack verify.py and Daniel's verify_cert.py, at the revisions the issue names, accept all six certificates the issue requests in exact rational arithmetic. Those statements are the author's; no source program ran here.

Credit Polkovskyi (Mishapolk), as he asks on issue 593, with the certificates. The issue calls 153 and 207 new arrangements from basin hopping with tilted boundary corridors. Measured pose by pose by the 14 October review against PingYou Ltd's packings: at 207 every square pairs with one of T-147's within 2.8e-04, three turned by at most 0.012 degrees, a re-solve of PingYou's packing and not a new arrangement by pose; at 153 it is T-148's design with 100 squares moved beyond 1e-03 and six beyond a tenth, another arrangement of PingYou's design. Whether to credit them as new arrangements is the owner's decision 1 on pull request 602. It discloses that Gemini was used for the search implementation, verification orchestration and issue preparation, directed by the author.

On 15 October 2026 the case records adopted this entry as the house at 153 and 207, each case's reported and verified upper bounds moving together and PingYou Ltd's certificates (T-148, T-147) kept as history, with T-166 and T-167 verified and not selected; private-worker custody was closed in the same change (packing/devtools/house-custody-2026-10-11.json). PR 574's algebraic certificates (T-174) are smaller at both counts, by 1.6e-14 and 2.4e-12, and rest on one route; the rule of 15 October left them out for the owner's decision (RP-3 of the review of PR 574), and the house rule of 16 October 2026 adopts them instead, staged under think-ot5c until the writer takes an algebraic side (devtools.select_houses.PENDING_ADOPTION).
    Significance
Another arrangement of PingYou Ltd's design at 153 and a re-solve of its packing at 207, 2.56e-12 and 1.49e-09 below the case ceilings, as T-159 and T-150 are; no lower bound or optimum.

Rigidity

not rigid, numerically checked, numerical multiprecision

Evidence: E-translation-escape-not-rigid

Scope

Square 0 of the retained witness (witness id 1) translates 0.115525 along (1, 0) with the packing still valid, so the configuration admits a non-trivial feasible motion; 19 of its 207 squares do. Every constraint is exactly affine in the slide parameter, so the arithmetic carries no linearization error, but the coordinates are the witness's own finite-precision transcription: this settles the retained configuration, not the true optimum. Rigidity and optimality are independent, and this bears only on the former.

Regularized drawing

Regularized by the Squares Project with Daniel's regularizer (evand/square-packing, MIT), with the project's modifications: same-side exact re-solve (devtools.regularize_same_side). A drawing of T-173's packing at the witness's own side: a pure regularization, which proves no new bound, so not a result.

s(207) — open

Hosono’s closed form, 14 October 2026. Hosono’s closed form (wand125, 13 October 2026, T-180) states s(N)≥a(N) for every non-square N≥49, from a measure of line segments on 34 intervals of the fractional part. At n=207, k=14 and interval 17 give a(207)=14.454083022965484475890543092597…, so the reported lower bound here is now s(207)≥14.454083022965, rounded down, above Nagamochi’s closed form, 14.41640786499. The source replayed its certificate with its own checker; no record of it has been replayed here, so the verified lower bound is unchanged. The source states that its search, certificates, checkers and text were produced with AI assistance (Claude and Codex), under the direction of and reviewed by Hosono.

House adoption, 15 October 2026. Polkovskyi’s exact re-solve of PingYou Ltd’s assembly of two placed patches of Xu’s n = 70 packing, from Daniel’s exact certificate of it (T-173) is now this case’s house: its exact certificate proves s(207)≤14.8809603715580000, the reported and the verified upper bound, rounded outward from its exact side. The exact certificate side improves the previous verified exact side by about 1.49×10−9. The earlier ceiling, displayed outward as 14.8809603730436757 from PingYou Ltd’s packing (T-147), applied until this adoption and stays retained as history (the certificate).

House adoption, 11 October 2026. PingYou Ltd’s assembly of two placed patches of Xu’s n = 70 packing, from Daniel’s exact certificate of it (T-147) was this case’s house until 15 October 2026: its exact certificate proves s(207)≤14.8809603730436757, the reported and the verified upper bound, 7.03×10−3 below the ceiling the case held until then, 14.8879922583026574 from Chaoweeraprasit’s packing, improved by Gupta (T-127), which stays retained as history (the certificate).

The second SQUISH update

Previously, Chaoweeraprasit, using SQUISH, reports this packing: s(207)≤14.8879922583077482, with exact side 4061010297448552475010401636185/272770849620938037601496989696. Two independently implemented exact rational SAT routes accepted the complete packing and rejected both complete-roster controls. Two separately prompted AI reviews accepted the mathematical inputs and full receipt bindings. The author reports the seed as SQUISH’s own s(88), grafted into n207’s record.

The revision-specific packet retains the source print 14.8879922583077473 separately from the verified upward decimal ceiling. The exact side is unchanged; this certifies feasibility and an upper bound, without optimality, rigidity or human oversight claims. Earlier source geometry, certificates, credit and verification lanes remain historical evidence for their own packings.

Open. Previously, the best known published packing, Couzo’s at Daniel’s exact optimum (T-098), gives s(207)≤14.8939546342372273884…, and the strongest lower bound independently verified here is 14.401438 from Karakuş’s general theorem, leaving a gap of 0.4925. General bound: s(N) >= 1/2 + sqrt(N - floor(sqrt(N)) + 1/4).

The exact optimum

Daniel’s square-packing published on 5 October 2026 an exact rational certificate of this packing at its exact optimum (T-098): the same 207 squares in a square of side 14.8939546342372273884…, 5.3×10−12 below the side Couzo prints. Square for square, its pose lies within 2.9×10−4 of the binary64 pose the atlas pictured at that intake for this count. 171 squares move by more than 1×10−8, 32 of them squares the source lists as carrying no force and the other 139 by at most 5.6×10−6; every other square moves by at most 7.4×10−12. The known-best witness this record lists is that binary64 pose, posed at its finder’s larger side; the side above is witnessed by the certificate itself. Daniel’s solver moves the binary64 pose to a nearby exact KKT point of the problem of minimizing the side under non-overlap, computed at 80 digits, and rounds it outward to rationals, each square a rational centre and a rational t=tan(θ/2).

This repository decides the certificate exactly. Converted without rounding, every pair and every wall is decided over ℚ twice, by sqpack’s exact separating-axis test and by an independent checker that shares no code with it, and the source’s own two checkers, run here as retained, accept it as well (receipts). That previously proved s(207)≤14.8939546342372273884…, the verified upper bound; it says nothing about optimality. The source reports the exact point as a KKT local minimum: multipliers that keep it in equilibrium, a reduced Hessian positive definite once its exact flat motions are set aside (its per-count report), and no first-order descent across corner-to-corner contacts, each computed numerically at that point; none of that is verified here, and it bears on this packing alone, not on s(207). On jlevy/squares#375 its author wrote that the solver, its checkers and the batch “were written with Claude (Anthropic) as a coding and research agent, directed and reviewed by me.”

The packing

Couzo’s square-packing reports a packing of side 14.893954634242480 for this count, dated 26 September 2026 and unchanged when this record retained the repository on 27 September 2026 (T-056). Its first packing for this count, of side 14.893954634353431, is dated 26 September 2026. The repository names no method and no tolerance, and itself states no AI assistance; its author said on issue #227 that he found the 102 and 103 packings “with the help of Claude”.

This repository certifies it exactly. The retained decimal pose rounds to an exact rational packing at centre dilation 1, of side 14.8939546342424785136…, no larger than the printed side, and every pair and every wall is decided over ℚ twice, by the promotion’s exact separating-axis test and by an independent checker that shares no code with it (receipt). That proves s(207)≤14.893954634242480, which was the verified upper bound until Daniel’s exact optimum above replaced it; it says nothing about optimality. Interval arithmetic on the printed pose itself, with each angle’s true cosine and sine and no rational rounding, decides every pair and wall again and gives the same bound (interval route).

Casson’s square-packing, dated 23 September 2026 and made with the help of Claude as its README says, reports a packing of side 14.89395465342147418 for this count, larger than Couzo’s by 1.917899418×10−8. Casson’s is the earlier of the two by the timestamps this record’s priority notes keep: Couzo’s first packing for this count, of side 14.893954634353431, is dated 26 September 2026. The record states both dates and infers nothing about whether either packing derives from the other.

The previous best known packing

Before this intake the best known packing was the Kingbird catalogue’s, of side 14.89397859563780.

Found by Ellsworth in 2024. Improved by Ellsworth in January 2026, via simulated annealing.

The lower bound

The strongest lower bound independently verified in this record is Karakuş’s general bound, which applies to every nonsquare N≥8:

s(N)≥12+N−⌊N⌋+14

Correction, 2 October 2026. Until that date the verified lower bound here was Nagamochi’s general closed form, s(N)≥min(⌈N⌉,N−2⌊N⌋+1+1), which is stronger at this n and is now recorded as a reported bound. Its published proof rests on Nagamochi’s Lemma 1, which Karakuş showed false; nothing is disproved, and no packing beating it is known (review of 2 October 2026). This register had recorded that proof as verified, its own error, logged as defect D-516.

Source-reported bounds are recorded separately from this independently verified theorem.

Verification Code

The Gupta precision refinement

Gupta refines the earlier SQUISH construction at exact rational side 14887992258302657381304248932763/1000000000000000000000000000000, displayed upward as 14.8879922583026574 (T-127). The complete factual packet retains every original certificate, complete comparator and actual deciding outcome for all seventeen source cases, including three withdrawals.

Complete dual-route native replay, full-roster controls and separately prompted source and production review confirm finite feasibility at V3/C3 using independently re-implemented deciding code. The repository routes share parsing, half-angle conversion, Fraction arithmetic and SAT methodology; the recorded code relation is to the source producer’s verification, not to each other. The full source poses are converted without dilation or rounding. The source credits Chaoweeraprasit for SQUISH and Daniel for the optimizer. No author program is executed here. Feasibility establishes no optimizer, local-minimum, rigidity, novelty, priority, global-optimality, formal proof or human-oversight assurance.

PingYou Ltd’s certificate (T-147)

PingYou Ltd’s assembly of two placed patches of Xu’s n = 70 packing, from Daniel’s exact certificate of it, reported on jlevy/squares#503, at an exact rational side, displayed upward as 14.8809603730436757 (T-147). The certificate gives a rational side and, for each of the 207 unit squares, a rational centre and the tangent of its half-angle; the retained packet holds it with the complete native jobs that decided it.

Both maintained exact routes decided it here, sqpack’s exact separating-axis verifier and the independent rational corner checker, with its duplicate-square and outside-container controls, and a third exact route, half-extent containment and exact intersection area, decided it again. The source ran both maintained routes itself before reporting; both predate it, and the third route is independently re-implemented. The review of 11 October 2026 accepted the replay for finite feasibility. That proves s(207)≤14.8809603730436757, the verified upper bound until 15 October 2026: confirmed, independently re-implemented. It says nothing about optimality, rigidity or a local minimum.

The source’s first commit and the issue as first posted said that verification, comparison review and package preparation were assisted by OpenAI Codex; the pinned commit removed that sentence, giving no reason. Asked which account stands, the author wrote on jlevy/squares#503 on 12 October 2026: “Both solutions were AI assisted by ‘PY’, an unreleased agentic AI offering by PingYou Ltd.”

The house it replaces, 14.8879922583026574 from Chaoweeraprasit’s packing, improved by Gupta (T-127), stays retained with its own replay as history. The other certificates confirmed here at this count, T-136 at 14.8855063088416777 and T-116 at 14.8879922583077482, stay verified and are not selected.

Mykhailo Polkovskyi’s certificate (T-173)

Polkovskyi’s exact re-solve of PingYou Ltd’s assembly of two placed patches of Xu’s n = 70 packing, from Daniel’s exact certificate of it, reported on jlevy/squares#573, at exact side 7440480185779/500000000000, displayed upward as 14.8809603715580000 (T-173).

One maintained route is the verifier the source ran; the independent rational corner checker and the third route are independently re-implemented. The review of 14 October 2026 accepted the replay for finite feasibility. That proves s(207)≤14.8809603715580000, the verified upper bound: confirmed, independently re-implemented. It says nothing about optimality, rigidity or a local minimum.

The issue says Gemini was used for the search implementation, the verification orchestration and the issue’s preparation, directed by the author.

The house it replaces, 14.8809603730436757 from PingYou Ltd’s packing (T-147), stays retained with its own replay as history. The other certificates confirmed here at this count, T-167 at 14.8809603715585562, T-136 at 14.8855063088416777, T-127 at 14.8879922583026574 and T-116 at 14.8879922583077482, stay verified and are not selected. T-174’s algebraic certificate at this count, a root of a degree-5 integer polynomial 2.42×10−12 below this house, is decided here on one exact route. The rule of 15 October left it out for the owner (RP-3 of the review of 14 October 2026), and the owner’s house rule of 16 October 2026 adopts it: the case keeps this house until its adoption, staged under think-ot5c, moves it to T-174’s side, once the writer takes an algebraic side.
