Claim and records
- Claim
- , which is 70142135623730950488016887242097/4000000000000000000000000000000 exactly, by monotonicity from T-155 (a packing of 291 unit squares contains a packing of 290): T-155 certifies at exactly this side. It is also the exact side of a rational packing that this project made from the register's known-best witness at with its grid-slack regularizer, its port of Daniel's coincidence placement, and decided here over Q, a certificate of the catalogue's own packing of 290 squares at that side. Measured here, it is the witness's packing.
The bound is not new. It has followed from T-155's certificate at since 12 October 2026, when T-155 registered that count at this side; what this result adds is 's verified upper bound moved onto the side, and the second certificate, which is of 's own packing.
The side is the witness's own, the 36-digit rational promotion of the decimal witness at centre dilation 1. It lies 2.4e-15 below the verified upper bound the record held, 17.53553390593274 exactly, the side of Daniel's exact certificate of the same packing rounded up at the fourteen decimals the catalogue prints (T-101), and 1.8e-19 below that certificate's own side. It is now the exact form of the case's verified upper bound, which the case record still prints as 17.53553390593274.
This is not a new packing: it is the same construction certified at a tighter rational side. The catalogue gives the packing's side as 14 + (5/2)sqrt(2), an irrational number 4.8e-33 below the certificate's side, which no rational certificate reaches, so the ceiling still trails the report there.
The certificate was decided here on 13 October 2026, every pair and every wall over Q, by sqpack.witness.exact_verify and devtools.check_rational_witness_independent, which share no geometry or verification code with each other: valid under both, 41905 pair decisions each. These are the checkers the regularization run decided the view with, so the replay reproduces that decision with the producer's code.
Both refuse the certificate with its tightest pair pushed into overlap and with its box shrunk by one unit of its side's denominator, 2.5e-31: it touches a wall and a neighbour exactly, so that shrink is also the shrink past its least top or right clearance, and the three controls are two distinct mutants.
Measured against the witness's exact frame under the box's eight symmetries, the certificate pairs one to one with the witness by nearest centres, the largest move is 6.0e-31 and none turns by more than 1e-6 as a sine. It draws the same picture as the witness, so the atlas drawing does not change.
The packing is the one the Kingbird catalogue lists, as T-101 records it, and the regularization below names that result. The regularizer is this project's port of Daniel's coincidence placement (https://github.com/evand/square-packing, MIT), devtools.regularize_grid_slack; the run, the exact re-solve, the exact decisions and the registration are this project's. No optimality, local minimum or rigidity is claimed. - Significance
- The bound already followed from T-155's certificate at by monotonicity; what this adds is 's verified ceiling moved from a fourteen-place round-up onto that side, 2.4e-15 lower, and a certificate of 's own packing there: bookkeeping and a routine consequence, S1. No new packing, no new bound, no reported side moved and no theorem; the method is Daniel's, ported here.

Scope
Square 42 of the retained witness (witness id 43) translates 0.207107 along (-0.707107, 0.707107) with the packing still valid, so the configuration admits a non-trivial feasible motion; 12 of its 290 squares do. Every constraint is exactly affine in the slide parameter, so the arithmetic carries no linearization error, but the coordinates are the witness's own finite-precision transcription: this settles the retained configuration, not the true optimum. Rigidity and optimality are independent, and this bears only on the former.
Regularized by the Squares Project with Daniel's regularizer (evand/square-packing, MIT), with the project's modifications: port of his coincidence placement (regularize_grid_slack/1) rather than his code, same-side exact re-solve (devtools.regularize_same_side). A regularization of T-101's packing at the witness's own side, not drawn here; its exact side is registered in T-156, and the certificate registered at n = 291 (T-155) already proved the bound by monotonicity, so it proves no new bound.
- Blocker (mathematics): verified_upper_bound is E-regularized-bounds-2026-10-13-grid-slack-exact-decision's exact side, 17.53553390593273762200422181052425, printed as 17.53553390593274, which trails the report 17.53553390593273 by 1e-14, and the report's exact form 14 + (5/2)sqrt(2), an irrational side, which no rational certificate reaches: the certificate's side lies 4.8e-33 above it. Closing the gap needs an exact algebraic certificate of the packing at its closed-form side.

Exact regularized certificate, 2026-10-13. This project’s grid-slack regularizer, its port of Daniel’s coincidence placement, run here on this register’s witness, produced an exact rational packing of this arrangement, decided here over by two exact checkers: it proves , the verified upper bound (T-156), which the record still prints as . The bound was not new: the certificate registered at (T-155), at the same side, already proved it by monotonicity; this one certifies this count’s own packing. Until then the verified upper bound was exactly , the side of Daniel’s exact certificate of this packing rounded up at the printed precision (T-101).
Exact certificate, 2026-10-06. Daniel’s
square-packing published
on 5 October 2026 an exact rational certificate of this packing, decided here over
by two exact checkers that share no code with each other or with the
source, and by the source’s own two run here: it proves ,
the verified upper bound from 6 to 13 October 2026 (T-101). Until then the verified
upper bound was the trivial grid bound .
Open. The best known packing gives , and the strongest lower bound independently verified here is from Karakuş’s general theorem, leaving a gap of . General bound: .
The verified upper bound is a ceiling
verified_upper_bound for this case is , exactly,
proved by the exact regularized certificate of this packing
(E-regularized-bounds-2026-10-13-grid-slack-exact-decision, T-156), and the record
prints it as . As printed it is larger than the best known
two fields above it, by .
It is not the value of and not a different packing: it is the certificate’s own
exact side. The catalogue gives the packing’s side exactly, as , and
the certificate’s side lies above that, so it bounds the exact side from above
and does not reach it.
That side is irrational, so no rational certificate reaches it.
The mathematics blocker in the frontmatter records the difference.

The regularized exact certificate
This project’s grid-slack regularizer (devtools.regularize_grid_slack), its port of
Daniel’s coincidence placement
(evand/square-packing, MIT), ran on this
register’s witness for this count on 13 October 2026. Starting from the witness’s exact
frame, it kept every rotation the witness’s own, since no tilted square lies within 5
degrees of the axes, closed what free slack it could while keeping every contact the
witness has, and then fixed the result’s tight contacts over at the
witness’s own side. The result is an exact rational packing of the same 290 squares in a
square of side , below the verified upper
bound the record held before, and below the side of Daniel’s certificate
of this packing (T-101): it is the witness’s own side.
Measured against the witness under the box’s eight symmetries, its squares pair one to
one with the witness’s; none moves by more than , and none turns by more than
as a sine.
It draws the same picture as the witness, so the atlas drawing does not
change.
Each pair and each wall is decided over twice, by sqpack’s exact
separating-axis test and by an independent checker that shares no code with it, and both
accept it; both refuse it with its tightest pair pushed into overlap and with its box
shrunk past its least clearance
(certificate). The same
two checkers accepted it in the run that made it, so this is a reproduction with the
producer’s code. That proves , the
verified upper bound (T-156), the exact form of the case’s verified_upper_bound, which
prints it as , the decimal it printed before and an upper display of
it. The bound was not new when it was registered.
The exact certificate registered at (T-155) is at the same side, and
, since deleting a square from a packing of 291 leaves a packing of
290 in the same square, so that certificate already proved the bound.
This one is a certificate of this count’s own packing, the one the record credits.
It says nothing about optimality, and the packing stays its finders’.
The earlier exact certificate
Daniel’s
square-packing published
on 5 October 2026 exact rational certificates of the packings this register lists as
best known, solved from its own witnesses, and offered those that do not lower a printed
side as a replay of the existing bounds, asking for nothing to be registered from them.
The certificate for this count holds the same 290 squares, each a rational centre and a
rational , in a square of side ,
above the side the Kingbird catalogue prints, . Rounded to
binary64, square for square, its pose is the one the atlas pictures for this count.
Daniel’s solver moves the binary64 pose to a nearby exact KKT point of the problem
of minimizing the side under non-overlap, computed at 80 digits, and rounds it outward
to rationals.
This repository decides the certificate exactly.
Converted without rounding, every pair and every wall is decided over
twice, by sqpack’s exact separating-axis test and by an independent checker that
shares no code with it, and the source’s own two checkers, run here as retained, accept
it as well
(receipts).
That proves , the verified upper bound until 13 October
2026: the certificate’s side rounded up at the fourteen decimals the catalogue prints,
as the record writes any certificate of a printed side.
It says nothing about optimality.
On jlevy/squares#375 its author wrote that the solver, its checkers and the batch “were
written with Claude (Anthropic) as a coding and research agent, directed and reviewed by
me.”

The lower bound
The strongest lower bound independently verified in this record is Karakuş’s general bound, which applies to every nonsquare :
Correction, 2 October 2026. Until that date the verified lower bound here was Nagamochi’s general closed form, , which is stronger at this and is now recorded as a reported bound. Its published proof rests on Nagamochi’s Lemma 1, which Karakuş showed false; nothing is disproved, and no packing beating it is known (review of 2 October 2026). This register had recorded that proof as verified, its own error, logged as defect D-516.
Source-reported bounds are recorded separately from this independently verified theorem.
The reported lower-bound expression for is
(approximately ). Friedman’s DS7
survey, Theorem 9, k=17, reports this bound at n=290; reference [8] is Green’s private
communication (2000). The source proof has not been recovered.
The unavoidable-set argument DS7’s Figure 34 illustrates does not prove it: at k=17 that
point pattern leaves a unit square empty (devtools.check_green_ds7). This is a
source-reported lower bound; it does not replace the verified bound above.
The exact specialization and comparison are retained by
audit_ds7_lower_bounds.
